Yes. But further considerations now

enter into the subject.

When the Base was at Hong Kong, Cable and

Wireless Limited agreed to grant Government rates

for the telegrams. The Base has now been removed to Hanoi ; the French authorities are unable to grant

privileged rates for telegrams to Geneva, but have

granted some reduction on wireless telegrams from

Hanoi to Hong Kong, so it is proposed, if the

privileged rates from Hong Kong can be maintained, to send telegrams from Hanoi to Geneva, by wireless to Hong Kong and thence by cable to Geneva. I do not

know whether Cable and Wireless Limited get any

"pickings from telegrams sent direct from Hanoi to

Geneva; presumably these would go over French

cables.
